In 1751, the Pennsylvania State Assembly called for the forging of a bell to commemorate William Penn's original charter of the state. They included instructions requiring that a Scripture verse be included on the bell. The verse is Leviticus 25:10, "Proclaim Liberty throughout all the land unto all the inhabitants thereof."
